1 COMPANY SITE REPRESENTATIVES (CSR)

Unless specified otherwise, general requirements for Site Managerial Staffs are as follow:

-         Have minimum Bachelor's degree (S1) or equivalent in related engineering major.

-         Have minimum ten (10) years of relevant experience in Oil & Gas Industry with minimum of five (5) years in Oil & Gas Construction managerial role within a project

-         Be familiar with all aspects of project management process.

-         Have significant responsibilities in multi discipline projects

 

Specific Required Experience and Skills

Minimum Bachelor Degree (S-1) in Mechanical or Civil Engineering, or equal with 10 (ten) years of experience in Pipeline and Piping Construction Projects.

Experienced in pipeline construction.

 

-         Familiar with Pipeline Design and Construction Code (ASME B31.8, and ASMR B31.4 at minimum) -Familiar with Work Permit and Construction Procedures and having good safety awareness.

-         Significant responsibility in multi-discipline teams or projects.

-         Having good understanding in HSE matters.

-         Having good knowledge of project management aspects, including scope, resources, cost, quality, communication, risk and procurement management.

 

Responsibilities and Scope of Activities

-         Responsible for all quality, health, safety, and environment aspects of the project activities.

-         Convince all members to Team that, in addition to quality and good engineering practice, planning, scheduling and cost must be a permanent concern.

-         Maintain good relationships with CONTRACTORs, by displaying flexible manners whenever applicable and strict whenever necessary to achieve the objectives of the Project.

-         Close Control of Project activities, including but not limited to Engineering, Procurement, Fabrication, and Installation up to Commissioning, to achieve Project Time Schedule.

-         Liaison with SITE MANAGER and other related entities regarding all works performed within their respective sites/area of responsibility.

-         Good coordination between entities on-site, to achieve a conducive working environment.-Assist the Project manager to ensure Compliance with Total E&P Indonesie Safety objectives throughout the life of the project.

-         Establish a clear policy and general rules to be applied to each discipline, in order to have a coherent and homogeneous Construction Team.

-         Give clear instructions and responsibilities to all members of Team in order that they feel at ease and motivated.

-         Convince all members of the Team that, in addition to quality and good engineering practice, planning and cost must be a permanent concern

-         Make necessary arbitration and coordination between different disciplines, the only criteria being the benefit of the overall project

-         Maintain good relationships with CONTRACTORs, by displaying flexible manners whenever applicable and strict whenever necessary to achieve the objectives of the Project.

-         Liaise with Safety, Cost, Planning and Administration sections to improve effectiveness of Team

-         Represent project regarding the specific contract or purchase order, protecting COMPANY's interests and influencing decisions

-         Liaise and managing interfaces with different entities within COMPANY to ensure delivery of project objectives -Keep the project manager informed of all events which may affect the successful completion of the project goals. -Ensure Technology transfer and training of those site team and/or junior staff supervised.

-         Ensure liaison with sites/BPN in case of MEDEVAC and / or emergency.

-         Ensure that CONTRACTOR follows COMPANY safety rules and COMPANY Emergency Response Plan.

-         Manage work permit application, in permanent relation with RSES (i.e. daily work permit coordination meeting, organization of pre-job meeting, etc.)

-         Review, comment and acknowledge the daily site report prepared by CONTRACTOR prior to transmission to recipients.

-         Ensure good reporting to hierarchy.

-         Ensure that all instruction and / or recommendation to CONTRACTOR are made in writing with acknowledged receipt by CONTRACTOR (date and time of receipt).

-         Liaise with CONTRACTOR, suppliers and third party staff if any, during the performance of the work, Marine Warranty Surveyor and Certifying Authority Site representatives.

-         Responsible on site, for the day to day execution of the contract.

-         Supervise appropriate site team organization.

 

2 SENIOR BUILDING SUPERVISORS

Unless specified otherwise, general requirements for Engineering Staffs 1 are as follow:

-         Have minimum Diploma Degree (D3) or equivalent

-         Have typically two (2) years in relatively same position

 

Specific Required Experience and Skills

-         Minimum Bachelor's Degree (S1) in Civil Engineering or Architecture

-         Typically 8 (eight) years relevant experience in similar field. Oil and Gas experience is an advantage, and having ,     attended HSE Training (e.g. Basic HSE Training, HIRA Training, Accident Investigation Training, etc) is also an
advantage

-         Significant responsibility in building construction projects.

-         Ability to perform Quantity Surveying, Topographical Surveying, Inspection and Test Witnessing. -Possessing general Understanding in Mechanical/ HVAC & Electrical WORKS

 

Responsibilities and Scope of Activities

-         To supervise and control construction Contractor(s) in order to ascertain that the plant will be built as per: Contract Documents i.e.: HSE Rules, Design Drawing, Specification, Technical Procedures, and schedule.

-         To ensure that HSE rules and procedures are properly applied in Construction Process.

-         To held good internal coordination between, ENG/CST/BLD Balikpapan, other ENG/CST/BLD Supervisors, ENG/CST Site Superintendent and Site RSES.

-         To perform daily supervision and inspection of Contractor activities.

-         To review and sign Contractor Preconstruction Documents (consist of: Working Procedures, Job Risk Assessment, Inspection Procedures) and Reports (consist of: HSE Reports and Technical Report) then deliver to ENG/CST/BLD Balikpapan.

-         To provide Weekly Report of Construction Activities and deliver to ENG/CST/BLD Balikpapan.

-         To perform Site Measurement together with Contractor and the requester.

-         To prepare and issue "Site Measurement Sheet" in order to be ready on time.

-         To control contractor in the assurance of receiving job preparation document on time.

-         To review, approve and to deliver the job preparation documents submitted by Contractor such as: Working Procedure, Risk Assessment, Inspection and Test Plan (ITP) - for further ENG/CST/BLD Balikpapan approval and Work Planning.

-         To prepare Job Risk Assessment and to conduct meeting with RSES representative.

-         To review and proceed for RSES approval for Work Permits submitted by contractor.

-         To prepare and issue Technical Anomaly Report for any technical nonconformance and monitor the closing of the report.

-         To inform any Incident happened on job.

-         To perform Work Permit audit and HSE audit.

-         To perform Inspection and supervision of job as per the approved ITP.

-         To prepare and to issue Daily Report and Weekly Report to Hierarchy in Balikpapan.

-         To review and approve the daily Report and weekly report submitted by Contractor.

-         To inform to Hierarchy of any change order requirement for the Hierarchy's approval before performing it.

-         Upon the completion notice is issued by contractor, to coordinate with contractor and user for Final Acceptance Inspection.

-         To review, approve and to manage the user approval of the Final Inspection Report.

-         To prepare, sign and submit the Hand over Certificate for USER's approval.

-         To deliver all documents related to the inspection and certificates to Balikpapan.

 

3 BARGE SUPERVISORS

Unless specified otherwise, general requirements for Engineering Staffs 1 are as follow:

-         Have minimum Diploma Degree (D3) or equivalent

-         Have typically two (2) years in relatively same position

 

Specific Required Experience and Skills

-         Minimal educational background S1 in marine Engineer, Naval Architect, mariners (nautical or machinery) -Professional experience in Supervisor Construction or vessel captain as high as ANT 3 as minimum, Minimal 3 years experience.

-         Familiar with safety and environment of oil & gas industry, able to coordinate with Contractor personnel & other parties within Company

 

Responsibilities and Scope of Activities

-         Basically supervise the floating equipment activities on the Mahakam contract area (Handil, Tatun, Senipah, Bekapai, CPA and CPU)

-         Ensure those contracted vessels are utilized properly, safely as per their schedule and optimizing their utilization.

-         Close supervision on any lifting operation such as on equipment, support vessel, logistic, etc

-         To prepare lifting procedure and anchoring procedure under the supervision of Sr. supervisor.

-         Ensure that all operations are implemented according to company rules and standard/codes to get the maximum safety for the personnel, rig and wells.

-         Optimizes the efficiency of the contractors and the use of the drilling equipment to drill the wells at the best quality and cost.

-         Ensure implementation of the drilling program with regards to well site preparation program

-         To close monitors of fuel inquiry & fleet consumption and Makes sure that personal is well trained for the type of job they are holding

 

4 CONSTRUCTION OFFSHORE ENGINEERS

Unless specified otherwise, general requirements for Engineering Staffs 1 are as follow:

-         Have minimum Diploma Degree (D3) or equivalent

-         Have typically two (2) years in relatively same position

 

Specific Required Experience and Skills

-         S1 of Offshore technology (Naval, Marine, Marine Mechanic, etc) educational background discipline. -2 years professional experiences in Construction, marine fleet and diving operation

-         Basic knowledge in Marine fleet operation, work load analysis, construction communication, analytical and planning

 

Responsibilities and Scope of Activities

-         To assist OFF engineer to perform daily operational of CST OFF

-         Ensure dredging, lifting and diving activity are carried out based on COMPANY specifications

-         To provide proper technical assistance and problem solving for any technical problem during operation

-         To collect, resume and analysis all OFF activity in order to have better understanding in OFF planning in term of budget and technical.

 

5 DOCUMENT CONTROLLERS

Unless specified otherwise, general requirements for Engineering Staffs 1 are as follow:

-         Have minimum Diploma Degree (D3) or equivalent

-         Have typically two (2) years in relatively same position

 

Specific Required Experience and Skills

-         Diploma (D3) In Secretarial, Administration, or equivalent

-         Typically 2 (two) years relevant experience in Project Documentation. -Experienced and familiar with documentation and correspondence works.

 

Responsibilities and Scope of Activities

-         Controlling and maintaining COMPANY records

-         Ensuring that all communications are addressed immediately before expirations of such documents. -Ensuring all documentations follow COMPANY policy guideline

-         Archiving files and records correctly.

-         Performing edits on documents before submitting them for approval in order to prevent specific forms of company documentation from being disqualified. This entails checking the documents for typographical errors, misinformation, spelling and punctuation errors that will result in a document's disqualification.

-         Ensuring that all documents are submitted to their pre-designated entities before the required submission date expires; a document controller must prepare these documents in a timely manner.

-         Supervising all entities as they compile the needed documentation regarding the submission of certain forms of documentation to ensure early preparation of the documents.

-         As documentation regarding a company's major projects enters the outgoing phase, a job duty that the document controller must perform is to manage all documents during this phase. This involves checking the documents to make sure all information regarding the project is up-to-date and factual. As incoming project documents arrive, the document controller must also view these reports for validation purposes as well.

-         The document controller keeps track of all company records by looking through both hard files and computer data base files on a regular basis. In the process of keeping track of any changes occurring with these documents, the controller highlights any type of document modifications so that these changes can be viewed by upper management personnel.

 

6 PIPELINE ENGINEERS (For ENGICST Department)

Unless specified otherwise, general requirements for Engineering Staffs 1 are as follow:

-         Have minimum Diploma Degree (D3) or equivalent

-         Have typically two (2) years in relatively same position

 

Specific Required Experience and Skills

-         Minimum Bachelor's Degree (S1) in Civil or Mechanical Engineering (or equal).

-         Typically 7 (seven) years relevant experience in Pipeline Engineering and Construction Projects. -Familiar with Pipeline Design and Construction Code (ASME B31.8, ASME B31.4)

-         Preferably Having experienced on the job site(s) of pipeline project

 

Responsibilities and Scope of Activities

-         Ensure that overall construction process is in compliance with contract, COMPANY'S guidelines and standard and applicable regulations.

-         Analyzing all issues related to project execution, and highlighting all potential problems arising from such analysis. While upon such discoveries ensure that all potential problems are addressed and solved completely to avoid delays in the project executions.

-         Coordinating with CONTRACTOR (and Sub-CONTRACTOR whenever required), to review all documentations including but not limited to engineering documentation, schedule, HSE requirements.

-         Good coordination between entities on-site, to achieve a conducive working environment, and win-win situation for al.

-         Achievement of the overall work progress in accordance to the CONTRACT.

-         Maintaining close control of project progress, and taking necessary step/ options to eliminate or minimize any deviations of the schedule.

-         Create integration planning control for overall project activities up to level 5 of planning

-         Perform and verified progress measurement and progress update up to level 5 of planning

-         Coordinate with site supervisor to check and verify CONTRACTOR progress report

-         Coordinate with other related entities to integrate project planning and for planning interface requirement -Create project report as required in weekly and monthly basis

-         Provide feedback related to project planning to CSR

 

7 PIPELINE SUPERVISORS

Unless specified otherwise, general requirements for Engineering Staffs 1 are as follow:

-         Have minimum Diploma Degree (D3) or equivalent

-         Have typically two (2) years in relatively same position

 

Specific Required Experience and Skills

-         Minimum Bachelor's Degree (51) in Civil or Mechanical Engineering (or equal).

-         Typically 5 (five) years relevant experience in pipeline and/or piping construction projects.

-         Familiar with work permit and construction procedures and having good safety awareness.

 

Responsibilities and Scope of Activities

-         Supervision and control of the CONTRACTOR to ensure that the works assigned to CONTRACTOR are performed to the highest standard and the construction built as per drawings, specifications, procedures, cost and schedule.

-         Assist the COMPANY site representative to ensure Compliance with COMPANY'S Safety objectives throughout the life of the project.

-         Supervise and control the project construction CONTRACTOR in order to ascertain that the plant is built as per GFC drawings, specifications, procedures, cost and schedule.

-         Ensure that in addition to quality and good engineering practice, planning and cost must be a permanent concern.

-         Make accept arbitrage between different disciplines, the only criteria being the benefit of the overall project.

-         Maintain good relationships with CONTRACTORs, being flexible enough but also strict when necessary to achieve the objectives of the Project.

-         Liaise with Other disciplines, Safety, Cost, Planning and Administration sections to improve effectiveness of Team

-         Keep informed the Construction Site Representative of all events which may affect the successful completion of the project goals.

 

8 SITE PLANNERS

Unless specified otherwise, general requirements for Engineering Staffs 1 are as follow:

-         Have minimum Diploma Degree (D3) or equivalent

-         Have typically two (2) years in relatively same position

 

Specific Required Experience and Skills

-         Minimum Bachelor's Degree (S1), in Engineering or equivalent background.

-         Typically 5 years relevant experience in Oil & Gas Construction Works

-         Having abilities in performing activities planning and planning tools such as primavera

-         Experience in progress measurement and quantity survey of oil and gas project

-         Having abilities to create project report in regular basis

 

Responsibilities and Scope of Activities

-         Good coordination between entities on-site.

-         Achievement of the overall work progress.

-         Maintaining close control of project progress, and taking necessary step/ options to eliminate or minimize any deviations of the schedule.

-         Close coordination among parties to achieve win-win situation for all.

-         Create integration planning control for overall project activities up to level 5 of planning

Specific Required Experience and Skills

-         Educational back ground minimal D3 Piping/Structural

-         Minimum 5 years professional experiences in Discipline/Area in design Drafting/CAD Operator

-         Good knowledge of drafting techniques symbols & terminology applied to piping/structural drawings, proficient in using AutoCAD and EDMS application to support the drafting works.

-         Discipline and autonomous, good team work personalities

-         AutoCAD literate

 

Responsibilities and Scope of Activities

-         To check the quality of Close-Out Dossier receiver by ENG/STD, and validate the acceptance of the Close-out Dossier.

-         To prepare draft Work Order to be issued Drafting Services Contractor.

-         To perform quality review of the drawings produced by drafting services Contractor.

-         To perform as-built drawing internally as required.

-         To upload final as-built drawings into PRODOM when the drafting is completed.

-         To assist the close-out coordinator for reporting and follow up of the progress of close out drafting by Contractor.

 

10 PIPING ENGINEERS

Unless specified otherwise, general requirements for Engineering Staffs 1 are as follow:

-         Have minimum Diploma Degree (D3) or equivalent

-         Have typically two (2) years in relatively same position

 

Specific Required Experience and Skills

-         Educational back ground minimal Bachelor of Engineering majoring in Mechanical

-         Minimum 4 years professional experience in piping design/ engineering

-         Minimum 2 years experience in Oil & Gas industry

-         Familiar with specific software related to piping-pressure vessel-valves e.g. Caesar, PVElite. Computer literate (MS Office, EDMS).

-         Good team work, autonomous (able to work with minimum supervision), good communication skill

 

Responsibilities and Scope of Activities

-         To ensure the quality of engineering deliverable in compliance with Company HSE Policies & procedures.

-         To ensure the safety engineering design aspect are well incorporated into the design.

-         To develop and maintain quality assurance means in order to ensure the good technical quality of all engineering deliverables.

-         To perform basic-detailed engineering related with Well Connections and plant Modifications (MRS-Modification Request Study, and EAR-Engineering Assistance Request) in the area of Instrument-Control System discipline in order to provide the engineering deliverables within an agreed schedule and quality, including but not limited to:

o   Prepare and issue engineering deliverables (for internal studies).

o   Review and approve engineering deliverables prepared by discipline engineers and/or designers/drafters (for internal studies).

o   Prepare and review Scope of Work for subcontracted engineering studies (ie. external studies done by Engineering Contractor).

o   Review and verify the Cost, Time, and Resources (CTR) issued by Engineering Contractor.

o   Review and approve engineering deliverables issued by Engineering Contractor (for external studies).

o   Perform technical review of basic and/or detailed engineering studies with other entities in ENG Division and/or other Divisions.

-         To provide technical expertise in the area of Instrument-Control System discipline to support other entities within ENG Division (ENG/CST, ENG/PJC, and ENG/SVC), including but not limited to:

o   Provide technical assistance in the preparation of technical dossier as required for procurement, and during

o   Technical Bid Evaluation whenever necessary.

o   Provide technical recommendation to address engineering, and/or technical queries during procurement,

o   fabrication, installation, and pre-commissioning/commissioning phase.

 

11 ELECTRICAL ENGINEERS

-         Have typically two (2) years in relatively same position

 

Specific Required Experience and Skills

-         -Educational back ground minimal Bachelor of Engineering majoring in Electrical

-         -Minimum 4 years professional experience in electrical design/ engineering

-         -Minimum 2 years experience in Oil & Gas industry

-         Familiar with specific software related to electrical eg. ETAP. Computer literate (MS Office, EDMS).

-         Good team work, autonomous (able to work with minimum supervision), good communication skill

-         Educational back ground minimal Bachelor of Engineering majoring in Electrical, Control System or Physics

-         Minimum 4 years professional experience in instrumentation or control system design/ engineering -Minimum 2 years experience in Oil & Gas industry

-         Familiar with specific software related to instrumentation e.g. Instrucalc. Computer literate (MS Office, EDMS).

-         Good team work, autonomous (able to work with minimum supervision), good communication skill

 

Responsibilities and Scope of Activities

-         Minimum 4 years professional experience in structural design/ engineering

-         Minimum 2 years experience in Oil & Gas industry

-         Familiar with specific software related to structural eg. STAAD Pro, SACS, SAP2000. Computer literate (MS Office, EDMS).

-         Good team work, autonomous (able to work with minimum supervision), good communication skill

-         To ensure the quality of engineering deliverables in compliance with Company HSE Policies & procedures.

-         To ensure the safety engineering design aspect are well incorporated into the design.

-         Preferably an Air or Bell IMCA Diving Supervisors with 10 (ten) years of Experience

-         Extensive understanding on safety standards, procedures, work permit system and organization, and also international and local regulation of diving related issues.

 

Responsibilities and Scope of Activities

-         To ensure the integrity of personnel and equipment involved in the project.

-         To represent COMPANY with regard to offshore operations and ensuring that work procedures and management of change are followed.

-         To ensure health, safety, competence, and compliance (with international and local codes, standards, and regulations) issues throughout project phase

-         To ensure that all relevant certification and audits of the diving system(s) are in date and that any close-out actions from those audits have been carried out.

-         To ensure that all diving team personnel are holding IMCA recognized certificates and that diver's medical exams and logbooks are up to date.

-         To ensure that the contractor efficiently executes the approved scope of work in accordance with the approved procedures. He optimizes the work planning.

-         He is the only link/channel between the diving contractor and the offshore site authority and/or Operation/Installation manager. This applies for routine matters as well as for emergency situations.

-         To ensure that the contractor is correctly applying the approved diving Emergency Response Procedure.

-         The CDR has the authority and the duty to cancel or abort a dive if he deems the situation unsafe. He reports in the first instance to the DCP any diving safety issue arising.
